The closest thing you can get to trading between generations is the migration of Pokemon from generation 3 to 4. To get dratini in ruby version you have to trade it from leaf green or fire red. You can get dratini in fire red or leaf green by catching it in the safari zone or buying it at the game corner. Either way, it takes a lot of time and patience. I recommend the safari zone route.
