you don't need a cheat to get rotom. You go into the Old Chateau near Eterna City after 8:00PM. Then go into the room that has the tv. talk to the tv, it will say something like: "there seems to be a Pokemon on the other side of the screen. Knock on the tv?" Choose yes and you will find yourself in a battle with a level 15 rotom!
