I'd say buy as many arrows as you can, and train at Baxtorian Falls on Fire Giants, you should be able to gain money back as well over there, whilst training for the awesome 99 Ranged, be aware though it is a popular training place for rangers and mages alike. You could also buy several k(kilo) of red chinchompas and a lot of prayer potions and go to the monkey madness cave and kill the Zombies. It is extremely costly; however is no doubt the fastest way to 99 range. You can get 100's of k(kilo) experience per hour of doing this.
