What is the best way to get prayer up in RuneScape that doesn't include going to the Hill Giants as it is too crowded?
If you are insistant on big bones... you can try hill giants (west of varrock in the locked house, you need a brass key). However, Hill Giants are usually all being fought by higher levels.
Although it's longer xp wise, I recommend, unless you are willing to use up a whole load of time trying to fight a free Hill Giant (Very Long!), that you go around and kill for normal bones.
But, if you don't want to go around killing and using your time, and you have LOADS of gold you could go to the GE (Grand Exchange) and simply buy the Big Bones.

or you can go near clan wars and go left then there are 2 hill giants kabam there you you can gang up there but becareful revs hardly come but they do

buy a ring of life and kill dragon
