In my opinion, Empoleon is the best water Pokemon there gets in the game. (there is also Palkia, a combo of Dragon and water, but y'know it's hard to get.) Empoleon has a lot of really cool and useful moves, especially when it comes to beating some of the Elite Four's Pokemon. Some other really great water Pokemon are Milotic, Mantine, Gyarados, and maybe Quagsire.
