Turtwig- his last evolution, Torterra, is grass and ground. So it's great against Inferape. And Empoleon is easy with Torterra. The fire type Pokemon would be easy for Torterra if you let it learn Eathquake.
It really depends on what you're more comfortable with. I'll give you a quick run-down of each one -- concerning it's upsides and downsides.
Turtwig - It's strong points would have to be Attack and Defense. It takes hits very well, and learns some pretty wicked moves. As for it's weaknesses, it's kinda slow, and won't be very up-to-par with the rest of it's competition. A safe choice for a new player. Marriland ranks this Pokemon 2nd out of the 3 starters.
Chimchar - This one's strong points is it's Speed, and Attack, for sure. After it evolves into it's second evolution, it gains a fair bit of Strength as well. Since it hits fast and hard, you can usually take out the competition quickly, before they have a chance to get you. The cost for this one? Defense and Special Defense aren't so good. If you don't mind that, though, go for it. Marriland ranks this Pokemon 1st out of the 3 starters.
Piplup - Last but not least.. the well-rounded one. This one has balanced stats, and begins lacking a bit in the Speed department after it's final evolution. It also picks up a Steel type, so it gets resistances against pretty much everything. The downsides here are it's moves -- it has.. nothing good. A couple decent moves are in store, but not much. You'll have to use TMs and HMs to keep it going. Marriland ranks this Pokemon 3rd out of the 3 starters.
