That's like asking "what is the best metal?". Different fire type moves are good for different situations. If your opponent sends out a Tyranitar, Will-o-Wisp is pretty nice, since it inflicts a burn status which also reduces your opponents attack stat (while damaging it). In terms of power there is also no clear "best" move, as while Blast Burn has (I believe) the highest base power (150, same as hyper beam) it also makes you miss a turn after using it (so you only average base 75 damage).
For simplicities sake, Sacred Fire (on Ho-oh) is probably the most all around useful. It has base power of 100, a 50% chance of inflicting a burn and (I think) 10pp. But you only find it on one Pokemon (well, an smeargle, but smeargle has nowhere near high enough Sp Atk to make good use of it)
