I would say for a starter choice the best Pokemon to have is totodile.
When you get more into the Pokemon league and stuff like that in kanto, you can catch mewtwo from cerulean city in the cave and it is level 70. If you train it to learn thunder, flamethrower and blizzard, it is unstoppably the best Pokemon. If you find any other water type moves then that would be helpful to teach it.
i say there is no "best" because it dosent matter
like i said before is any Pokemon can be the best no matter what... its a opinion that i think my cynda (typhlosion) lv 100 is the best but that's because shes my best Pokemon friend ive had... but that's just me...
