What is the best Pokemon in Pokemon soul silver and heart gold?

The best Pokemon really depends on how you train and raise your Pokemon. I personally think that a team without legendary's is a better team. I beat the elite four 20 times in a row (got bored on road trip) and never lost that team was

There isn't really a best Pokemon but a good one is kingdra since it has balanced out stats I would consider jacking its special attack stat with power lens (get it at battle frontier) since most of its good moves are special attack moves. It also only has one weakness dragon type and it's only 2x. I would also consider raising its special defense stat too using power band (also at battle frontier) since people like using legendary dragons like dialga or palkia with roar of time and spacial rand which are the special type so you can kind of out smart them. This Pokemon has helped me out a LOT so I would consider this if you can take the time to do that. You should also try getting one with the ability sniper and make it hold scope lens (again found at battle frontier) to raise its critical hit ratio.
