The best team is one that has many types. Spiritomb and a dragon type Pokemon are almost certainly needed, as well as a strong water Pokemon like Milotic. The rest is up to your discretion. Without legendaries, there really are no ultimate Pokemon.
There is no best team unless you hack it. any pokemon can be good if trained correctly
Many Pokemon can learn dragon claw, Any dragon Pokemon is able to leard dragon claw, if you go into your box, you can look at the summery of your Pokemon and it will tell you what type it is on the first page, if it mentions dragon it is able to learn dragon claw, for other Pokemon you can put Pokemon tyou think might beable to in your team and boot up the TM for dragon claw, it will show you if they are able to learn dragon claw.

By Strategy, if you mean best team of Pokemon, i recommend a solid team with a Dark,Psychic,Dragon,Water,Fire, and a Fighting Pokemon.

There isn't a way you can get a full good dragon type team without trading unless you want more than one of a specific dragon Pokemon being either Kingdra or Dragonite.

thats easy the best team ever is only 2 pokemon all u need is a blaziken make sure he knows sky uppercut and a salamence who must know dragon claw, crunch and flame thrower
