I think you have to go into the Underground Tunnel with the key, and go thru the locked door down there. You have to beat your rival and all the members of Team Rocket plus get thru the switch. To get thru the switches you have to go in this order: 3, 2, 1. The last switch to the left, the middle one, and then the one closest to the entrance.
