Easiest way to do that is to use the Calculator Pokemon Modifier. Google "Calculator Pokemon Modifier", type the code in on your action replay, then enter the following on your poketch calculator.....
6 , then press Left Trigger (this is charmander's pokedex number)
Cancel
Any number 1 - 100, then press Right Trigger (this is for level - I advise below 10 to allow EV gain before lvl100)
Cancel
Any number 0 - 24 for nature then press Select (IMO best ones are 11 or 14 as they are good for speed) But look up a nature list so you can choose
Then walk into grass et voila, il y aura Charmander
If you change areas you will have to re-enter the numbers as I think it resets
