Hallowed Tower is a small rock(looks like a well) that is located south of Solaceon Town(route 209) and it is where you put the Odd Keystone. If you talk to 32 people in the underground(NPCs don't count) and talk to the tower again you may catch Spiritomb at lv. 25. You must know that there are more than one Odd Keystones in the game. Haven't tried myself but I believe you may use it again on the tower.
P.S.: The Odd Keystone is in route 208, an NPC gives it to you.
