The newer servers have been affected by the release of Ievony, which encourages users to set up false accounts, which leads to terrain full of empty cities that don't get replaced once they are automatically deleted.
Thus you may spend 1 and a half months wasting your time trying to build up to fight while in fact your server is becoming more and more empty leaving you no real opponents and no endgame.
