Really, they all have good qualities. Chimchar has good attack, Piplup has good speed, and Turtwig has good defense. I chose Chimchar though, because Infernape (his last evolution ) is Fight/Fire. But Turtwig's final is Torterra which is Grass/Ground, and Piplup's final is Empoleon, which is Water/Steel, so really, it's your choice. But if you NEED an answer, I would say Chimchar.
