Clearly, Abomasnow is better. Even though Roselia has a wide move pool and can use status and recovery attacks, Abomasnow is also an ice type! Not only can you use SolarBEam but you can also use Blizzard. And by breeding, you could get a perfect Abomasnow! Ok! If you have a Floatzel in your party and want it will be helpful for you as beating Elite 4 and Cynthia, you will have to add a water move and a ice move. I suggest Blizzard and Surf are good moves. Ice Beam and Avalance is Ice type but it is hard to get Ice Beam and Avalance is not very power enough to knock out Champion Cynthia's Garchomp. You also need to add Crunch and AquaJet to this moveset too. Crunch will knock out Ghost, Psychic, Poison type pokemons. About AquaJet, when your opponent pokemon's HP is low. You can use AquaJet to knock it out.

I would say Torterra, because it has the better overall level up moveset (Earthquake as soon as it evolves at level 32), though Empoleon can learn better TMs. I also prefer it as a Pokemon overall.
