Maybe, but you probably have to propose first (with the relationship of 100) To get higher relationship faster unlock the cheat gnome (R1, L1, Dpad Down, Square, R2) find it (Easy to spot, it is the gnome that looks like a pirate) and enter this cheat when near (L1, Dpad Up, R2, Dpad Left, Triangle) Then it will say Max, click on it, then it will say all relationship, click on that. Once you are done propose, (though you might have to try again because the Sim will probably decline). Then maybe you can have kids (though it is unlikely)
