What is Pikachu's weakness?

Pikachu is an electric type, so Ground type moves do a lot of damage against it. Electric type moves don't even affect Ground Type Pokemon. Electric moves aren't very effective against Dragon and Grass Types either, but Dragon and Grass type moves cause normal damage against Electric types. When it comes to stats, Pikachu's stats are not so good...I don't think I have to mention anything else. Pikachu isn't that difficult to defeat...And I don't think their levels go beyond 50 in the games. It doesn't matter if the Electric Pokemon is at Lv. 100 and the Ground Pokemon is at level 1, or anything like that! An electric type move should NOT affect a Ground type Pokemon!! There was another instance...in one of May's contests! May's Squirtle's Tackle affected Banette, a Ghost type Pokemon!!! It was also shown the other way around, when Ghost type moves affected Normal Types, which is not supposed to happen!!!!!!! Wait.....I'm getting a bit carried away, aren't I?
