At first,you should report about a missing pet by a phone.
Then you wait for about a week or two and then some one will call so answer the phone and maybe it will be someone that found your pet. :) Or if they never come back go to the phone and go to 'adopt a pet' then just choose your pets size and what species and then scroll throughout the choices and you may find your dog. :) If your dog is really really trained like you'll have to pay a huge fee, if they are not trained the fee will be like 200 similones
Go to a phone and select 'adopt a pet'. Then browse through the menu till you find your pet. Then readopt it for some cash.

Only the teen sims can run away. To make them run away, you have to have your sim have low daily and life relations with all the other sims in the house. When my sim ran away, she had a horrible relation with her dad, but she was close with her mom. Her mom died and she ran away. So I think you might have to have low asparation as well, but I'm not sure. Well my teen sim after her dad died the mom got remarried, she fell in love with his son. Then everyone in the entire house except the son hated her like -100. but she came back after two sim days then she drowned in the swimming pool. Teen Sims run away when they have a bad relationship with everyone in the house. If your teen Sim ran away, you can either: 1. Wait until they're almost an adult and they'll come back OR 2. Click on your phone > Report (Sim's Name) Missing and the police will bring them back almost immediately.

You must have deleted its owner! That happened to me. Use all of people and try to click it with each person. If you still have its owner, it'll say something like 'Take Back?' click yes and it'll come back
