You have to capture a wild dustox in Pearl, capture a cascoon in Pearl and avolve it, or evolve a wurple in Diamond or Pearl and hope it becomes a cascoon.
It always evolves at Level 7, either into a Cascoon or Silcoon based on a certain aspect of the Wurmple that I'm not sure about. Cascoon then will evolve at Level 10 into Dustox, and Silcoon at Level 10 into Beautifly.
Despite what many people think, every Wurmple will evolve into Silcoon or Cascoon depending on some hidden numbers coded into each pokémon. So it's random, it doesn't depend on night or day.
