What do you mean "Cheat Engine" if your talking about one that gives it cheats then yes, if your talking about one that makes cheats then no, because that can not be done legally, it would be breaking the Copyright and policy.

Assuming you mean Cheat Engine, generally yes. Beware of virus downloads posing as CE downloads, though, and don't use it untill you know what you're doing as you can still damage your computer using it the wrong way. Cheat Engine, itself, is just a tool for searching for and modifying memory locations in processes running on your computer. It is not malicious software in and of itself.
