Red Eyes Black Dragons are more complicated, because it depends on which Red Eye compilations you are using or generally like. A different approach from this is Blue Eyes White Dragon is a better card if you want to compare it to the normal Red Eyes Black Dragon. Blue Eyes White Dragon is searchable with White Stone of Legend. Combined this with Card of Consance which discards a dragon tuner, (the White Stone of Legend), you get to draw 2 cards. And now with Trade-in (Level 8), you can discard that Blue Eyes White Dragon for another 2 cards. The normal Red Eyes Black Dragon is not worth playing anymore. If you want to have a good dragon deck with a good drawing engine, use Blue Eyes White Dragon, and The White Stone of Legend.

You can tribute summon or set it by tributing two monsters. Sometimes you can summon it with less or no tribute, such as with alternate costs like Kaiser Seahorse or Mausoleum of the Emperor. Or you can special summon it using spell, trap or monster effects.
A Fusion monster's level is almost entirely irrelevant. The Fusion monster will say what its components are, so for BEUD, it is 3x Blue-Eyes White Dragon. So that means if you have 3 Blue-Eyes White Dragon in any combination of hand or field, as well as a fusion card like Polymerization, then you can fusion summon the BEUD. Fusion monsters may have special summon text is their summoning method is different from above, like the Gladiator Beast fusions or Elemental HERO Neos fusions that do not use Polymerization.
Yes, Although in the anime TV show they don't go into much detail or explore the relationship because of deadlines that forced the creators to chop down the story a bit. However, Priest Seto did indeed have strong feelings for Kisara, who was the keeper of the Blue Eyes White Dragon, or the "spirit" of it.
