You can access Fullmoon Island when you have beaten the Elite Four and obtained the National Pokedex. When you have taken the boat trip from Canalave, on Fullmoon there will be a legendary female Pokemon, Cresselia. Cresselia is extremely rare, however, when you interact with Cresselia, she will flee into the grass patches of Sinnoh, just like Mesprit. She will leave behind a Lunar Wing, which can be used to cure the boy who was having bad dreams. After that, if you have the Poketch app Marking Map, Cresselia should be easy to find.
