What do you do if you got a wailmer at level 44 and it won't evolve?

It should evolve by level 40, so try leveling it up once. Make sure you do not press any buttons while it is evolving, or you might startle it and stop it from evolving. Also check to make sure it isn't carrying an everstone, as that would prevent evolution.
