after you beat volker, you go to the beachy part of sunnyshore (near the top) and talk to this weirdo mermaid lady and she will give you the HM Waterfall. Then surf on the water until you get to this GIGANTIC waterfall and use waterfall (only water types can learn it) then you will see a cave, go to the Pokemon center near the cave to heal your Pokemon then go in the cave and you will be in victory road.
