From memory, you seem to get stuck, as there is no way to get up those mini jumps.
So what you do, is go down to the first town you arrived in, where you first vs Srg Charge, make sure you have the pokeflute which i presume you get from lavender town when you have helped with find the power plant part.
You can find the pokeflute at the top middle of the radio station.
Once you find the snorlax in the way, play the pokeflute and then talk to it, it will wake and, whereby you fight it. I think its lvl 50, so it good to catch for later on, plus it has leftovers.
Just to give you a hint, once you have done this, go through the cave the snorlax was in the way of, giving you access to where you need to go.
