After beating Team Rocket in the Radio Tower in Goldenrod City in Pokémon HeartGold and SoulSilver, your next course of action is to head back to Mahogany Town and head east past the RageCandyBar guy. You'll come across a cave and as you enter it it'll be the Ice Path. Go through the Ice Path and as you go through it make sure to grab the Waterfall HM in there and then when you get to the end of the Path you'll come across a Kimono Girl. Help her out and then exit into Blackthorn City and challenge the final Johto Gym Leader there.
