you must leave the cave and head to slateport (talk to Mr Briney) deliver the devons to dock in the big brown hut. talk to him and go upstairs in the museum. talk to captain stern and battle two stupid grunts. there is a person before u go upstairs who will give u the tm thief, obviously.
