The numbers in the lower left hand corner of a Yu-Gi-Oh card is it's number code. Yu-Gi-Oh games allow players to enter these codes so that they can use these cards in their games too. The lower right hand corner are it's Attack points and defense points, which are used to decide which card defeats another in battle.
The number below the card image, for example "SKE-041" is it's identity code. This particular code is Shadow Spell. Hope this helps.
If you are talking about the numbers on the bottom-left corner of a card, then no, the ID number on a card simply means its card number. Every kind of one card have the same ID number. These ID numbers merely tell what card it is.
To my knowledge, all Yu-Gi-Oh video games allow you to input card serial numbers or passcodes. The only exception I know is Yu-Gi-Oh 5Ds Wheelie Breakers and maybe some other console titles; so for the most part all handheld titles allow you to input passcodes.
In Yu-Gi-Oh World Championships 2008, and probably all the other Yu-Gi-Oh games, Select the card with the keypad as though you were going to move it from the deck to the trunk, and you will see an option with a card and sparkle, activate it and it will be set as your key card.
there is not really a "most powerful" card in yugioh. it all depends on the circumstance and how you use it.
