AnswerThe Marowak in the Pokemon tower is an aparition of the spirit of Cubone's mother. Since you need the Silph Scope to see it, it can be said that it is a ghost. However, it is not a Ghost-type Pokemon. It still has its traditional moves and essentially it is entirely Ground-type. If Normal-type moves cannot affect it, it is more due to the fact it is supposed to be a spirit. Since you can't capture this Marowak anyway, it is difficult to find out. Yet in all respects, it is wholly a Ground-type Pokemon, and not part Ghost.

Then talk to the TV, and it should say, "There seems to be a Pokemon inside of it. Would you like to thump it?" Say yes. You'll then battle a level 20 rotom. Rotom it's an electric/Ghost type Pokemon with the moves Thunder Shock, Confuse Ray, Uproar, and Double Team. It's ability is Levitate, which gives full immunity to all ground-type moves. In the pokedex, it is number 152. Super effective types are: Ground (But you obviously can't use it) Ghost and Dark I would suggest on starting with ghost type moves then moving onto the Dark type... There's only two Pokemon that you could get which are pure Dark and Ghost which are Sableye and Spiritomb...

But Pidgeot is part Normal, so Fighting moves will do normal damage. You will need to battle all four Elite 4 trainers and beat them however how to beat them by using their weaknesses will depend on the game you're playing.
