the mages guild halls usually have someone who can recharge your weapons. but it can be expensive. you can also find varla stones in Ayleid ruins that will recharge all the enchanted weapons in your inventory.
many traders will sell some lesser effect scrolls, the mages guild is free to join and will provide you with many spells and scrolls and when you enter an oblivion gate many deadra will drop useful scrolls
Well to make the fences actually buy your stolen items/items you will need to join the thieves guild. Howether i know of 3. When You Join The Thieves guild you will be able to activate the fence in bruma. and then when you get further in the guild you will be able to activate the girl in bravil (normally at the lonely suitor lodge at around 9/10pm). then when you have nearly completed the guild you will be able to activate the one in the imperoal city - the dark elf (who has a massive 1500 to sell your stolen goods)! i cannot tell you the names as that would kinda be spoiling Eh. Lol ;D
pretty much everywhere that's not the main part of vivosaur island (the fighter area, the park area, and the guild area)
you have to be in a guild to do guild battles and you have to be the leader to do a battle

Thieves Guild missions.
Working for the Fighters Guild is a quick way to obtain it for some I have heard. Otherwise, you just need to be the proper level for it to begin spawning on foes.
You have to become a member of the mages guild. For you to do that You MUST do a series of misions.
In Oblivion yes it is a mod. In morrowind it is the bloodmoon expansion. In Skyrim its part of the fighters guild (companions) storyline
You recover it from the body of Mannimarco, at the end of the Mage's Guild quest line.
You can only sell stolen items in Skyrim, The Elder Scrolls V, to a fetch in the thieves guild or regular merchants after you have bought the perk that allows you to.
I don't know about Arena, Daggerfall and morrowind but in Oblivion you need to start the last thieves guild quest 'The ultimate heist' and in skrim it is part of the main quest.
Join the mage guild, get all the recomendations, enter the university in the imperial city, use the spell making alter.
