As soon as a trainer starts his or her journey, they are automatically assigned with an ID number. Every trainer has a unique ID number which is imprinted on every Pokemon he or she hatches or catches as well as the OT name. When you restart a game, even if it is in the same cartridge, the ID number is automaticaly changed.

You can get more Master Balls in Pokemon Ruby/Sapphire/Emerald by getting an exact match to one of your pokemons ID number at the Lilycove Lottery. To up your chances of winning, trade Pokemon over different games to get more ID numbers.
usually only one number matches, but if all the lotto numbers match then you get another Master Ball.
The ID numbers in Pokemon are chosen completely at random and there is no pre-determined set for a specific Pokemon Hope that helps.
same id as you
Lottery numbers are based on Pokemon ID numbers check your Pokemon's ID number it should have 5 random numbers that were given to its trainer. If the ID number of any Pokemon matches the lottery number you can win the jackpot only if each number matches in the exact order.

For Ruby and Sapphire Edit Wild Pokémon Codes head to: http://pkmn.net/?action=page&id=4263 These codes work for Ruby and Spahhire, I don't know about Emerald.
I'm afraid that Pokemon get ID numbers from trainers, not themselves. There are only 493 Pokemon so Pokemon can't have a Pokedex Number that is 61762.
