I think the best are Pokemon Soul Silver and Heart gold and platinum
all the ds games have many good points to them, although in order to complete the games fully you may need all the games except for either diamond or pearl the choice is yours. The reason for this is that there are events on all the games that are not applied in others; for example in pokemon heart gold you'll get latias and kyorge and in soul silver you'll get latios and groudon, and you need both groudon and kyorge to unlock the event for rayquaza. you also need both to get all three starters on each game.
to go back to the question there are two games that I think are best and that would be pokemon soul silver and pokemon white - soul silver is good as the graphics are 10 times better than those of pokemon dpt and that your pokemon are able to follow you, another reason for this is that you are able to get 16 gym badges rather than 8 giving the game much more length. it is better than heartgold as I think that the two other legendaries that you get are better than those on heart gold (this is only my opinion)
white is another very good game to get as it has taken many of the improvements from SS/HG and then added them to the new games. although black is a very close second white is better as there are 32 more pokemon available in white than in black. the only downfall to the games is because part of the games have been adapted for the 3DS it has made it very slightly pixalated when using ds/dsi/dsixl
but this is only for part of the gameplay.
I would advise against buying both pearl and diamond as the gameplay is identical bar 1 pokemon beeing the legendary. but this is entirely up to you.
