Dennou Senshi Porygon (Computer Warrior Porygon) or Electric Soldier Porygon (Episode 38)

It had to do with Ash in some dimension with porygon and pikachu's thunder and team rockets gun(some light gun thing). When they hit, they flashed intense alternating red and blue light and the light made several Japanese people have epileptic seizures.
