It had to do with Ash in some dimension with porygon and pikachu's thunder and team rockets gun(some light gun thing). When they hit, they flashed intense alternating red and blue light and the light made several Japanese people have epileptic seizures.

Syncope is a loss of consciousness or fainting, sometimes caused by lack of oxygen to the brain, but is different to Epilepsy. Seizures in Epilepsy are caused by abnormal electrical activity in the brain. So Syncope would not be a cause of seizures.
