In Emerald, certain Pokémon can learn Dragon Claw either by leveling up, or by TM02.
The Pokémon that can learn it by leveling up are the members of the Salamence family (Bagon at 49, Shelgon at 69, and Salamence at 79) and Rayquaza, who learns the move at Level 20. Since you catch it at Level 70, and it has forgotten the move, you can re-teach it by consulting the Move Relearner in Fallarbor Town, though you will need a Heart Scale to use his services.
Many Pokémon can learn the move from TM02, which is found in Meteor Falls once you can use Surf and Waterfall. The ones that can be found in Emerald are Feraligatr (which is obtainable by raising a Totodile offered by Professor Birch alongside the other 2 Johto starters after registering all 200 Pokémon in the Hoenn Dex), Sceptile, Aggron, Flygon, Altaria, Latios, Latias, Groudon, and the aforementioned four who learn it naturally...and Mew, if you obtain the Old Sea Chart. The ones that you can trade for from other games are Charmander and its evolutions, Aerodactyl, Dragonite, and Tyranitar.
