ok first u need 2 chooose the fire type Pokemon(cydanquil) then after beating like 5 or six gyms go to any sea and keep using super rod and u will find squrtle at a level of 12 or sometimes if ur lucky 20

No way as said above....Squirtle can be caught in the first three lines of water near New Bark Town.It is super rare and is at lvl 1.So be careful not to kill it..
