in less than an hour, just keep looking.
You can also get him in the cave by Dewford(?) i believe that's right. I think that's where I found one.
Nope, check out the Pokedex, it's not at GRANITE CAVE. It's only found in VICTORY ROAD in Emerald. I suggest using SWEET SCENT.
