A Microsoft XBOX 360 does not run an emulator. You can only play XBOX based games. Any XBOX 360 that has an emulator to play non XBOX games is a modded XBOX 360.
The XBOX 360 and PlayStation 3 versions of Spore are still under consideration.

Not directly. You can do it by direct transfer from a USB-enabled drive (with the video file on it) and plugging it into the USB port on the 360, possibly do a file transfer. Just be sure the codec and file type are supported by the 360...or it is a major waste of space.
