The best way for me was just throwing the ball but i guess bait then ball works fine

There's not really a set strategy, it basically common knowledge.Mud will cause the Pokemon to get angry and makes it possibly flee,- but it makes it much easier to catch.Bait will lessen the chances of the Pokemon fleeing, but make it harder to catch.And the ball is...of course to capture it.A good way to set up these to catch a Pokemon is:Ball. Use the ball first, and depending on how close it comes to catching- try again. (If it bursts without even shaking or shakes 2 times or less- use Mud. If it gets very close to capture- just use ball again.)Mud- is a second option if your ball keeps failing.Bait- is a LAST resort. And i wouldn't use it at all unless the Pokemon your trying to catch always runs away immediately. Even then, Just use a ball first....
First you go to Pastoria city. Then you go to the big building. When you go to the building go up stairs and use the binoculars (cost $100 to use). Then when you see the Pokemon that you want to catch you go down stairs to the guy and pay him $500 to play and you get 30 safari balls. Then you go to the area that you saw the Pokemon and try to catch it (you might have to use the quick trams to get there). Once you see the Pokemon you want to get, throw mud or bait to make it easier to catch it but it might run away. The game ends when you run out of balls or walk 500 steps.
