definitly. it has the highest hp out of any other pokemon, including arceus. people who dont use it competitivly probably dont use because it cant deal damage as easly, which in-game, is usually one of the only needed tactics. anyway, if you look at the difference between physical and special, it can deal decent damage and is a good tank/wall. if your not impressed with special attacks, then it can do a lot of indirect damage. if your lucky enough to have leaf green/fire red/emerald, you can teach it siesmic toss, which can do constant damage depending on level. anyway, i suggest teaching it counter, its low defence can be used as an advantage. ex: you have 600 hp and 10 defence. that means if your hit by a physical attack, then you will probably end upt with 300 hp. counter will deal DOUBLE of the damage from a physical attack, so 600 damage will easily one-shot any thing besides another blissey. then, use softboil and you have 600 h again! although counter can only be used with a physical move, remember blissey was designed to not be phased by special attacks. ex: another thing you can do is take advantage of the move toxic. toxic poisins the enemy and the poison worsens each turn. if you can keep blissey alive long enough (trust me you can), the poison damage becomes insane. my blissey has this skill set ice beam toxic softboiled counter to teach it ice beam, find it on rout 216 (tm) toxic is a tm, not sure where it is sorry counter is a bit more difficult. you need to get a male breloom that knows counter and breed it with a chansey to get a chansey with counter (worth it!) it learns softboiled at level 12
Okay, i know cheats to level you up and get you fast money at the same time. Make sure you have a Pokemon with the moves toxic and dig. The other two are whatever you choose. Go to trainer battle and type in 31328. In battle, use toxic twice and dig once. Even if it says toxic fails keep going like toxic twice and dig once. well first you go to mewtwo's lair this is very dificult click over and over in the top right hand corner of the mewtwo lair screen once you find him teach him toxic and doubleedge go to trainer battle and type"482301" you will battle a guy with 6 shiny blisseys use toxic then use double edge twice then send out another Pokemon and it will die atomatically because blissey will use flamethrower. repeat this until the blissey dies when you do that your mewtwo will be at level 78.

Blissey (Leftovers) Toxic Hail Softboiled Seismic Toss Since neither Meganium nor Altaria have high Attack or can use Thunderbolt, Blissey and Gyarados should last this double battle for a long time. Meganium and Altaria's strongest Fighting move is Brick Break (Power 20), so Blissey should have little to worry about for its extremely low Defense. The order of attackers from fastest to lowest (considering bast speed stat): Gyarados (81) > Altaria (80) > Meganium (80) > Blissey (55) The most likely gameplan is this: your Gyarados or their Altaria attacks first w/o KO-ing anyone, then their Meganium uses Sunny Day, then your Blissey uses Hail. After that, on the next turn, Gyarados can use Blizzard and OHKO both foes hopefully, regardless of whatever Altaria does, unless if both foes use Protect. If that should fail, Blissey should use Hail whenever the sun is bright again. If you're unlucky and Altaria manages to use Fire Blast in bright sun, Blissey will likely survive it, due to its very high HP and Sp.Def. Gyarados may or may not survive your foe's Fire Blast, but hopefully, you got Gyarados to use Blizzard at least once to reduce both foes' HP down to at least half, then Blissey could take them on after Gyarados faints with Seismic Toss, though Toxic would be more helpful the earlier it is used. confuse ray sucks toxic sucks double team sucks. Id teach it night shade shadowball pain split just in case and the last i cant think off the top of my head
Jolteon is not one of the best electric type Pokemon considering the only thing good to teach it is an electric type move although you should teach it strategy moves along with an electric type move, moves like Toxic, Helping Hand would be good to teach it and Sand Attack.
