I assume by abandon you meant leaving the animal alone and going somewhere else, not just taking it to a shelter or something.
If that is what you meant I think it should be a criminal offense because the animal is your responsibility and you have to take care of it and you neglected that responsibility.
Someone should have the heart to at least bring the animal somewhere so that it can get another home and be cared for.
Pro:
Neglection of all kinds should be an offense and this is a pro because the police would be doing the right thing. Owners should be held responsible and punished for such an offense because I believe it is similar to animal abuse. These animals are domestic and are accustomed to having a caretaker.
Con:
The only slight problem with arresting animal neglecters is the fact that jail/prison cells would be taken up with these people instead of offenders such as murderers. This is the only con I could think of and personally I don't think it is very realistic

My opinion is that anyone who abuses - that means causing unnecessary pain and suffering - any living being should be punished by having the same thing done to them! Or send them to jail if you don't want to torture them yourself.
