In Sunyshore City, the building with the sign near the pokemart has ball capsules.
If you are playing HeartGold or SoulSilver:
Go to the miltank ranch north of Olivine City. There should be a sick miltank in the barn. If you feed it Oran berries until it gets better, one of the girls will give you a seal case, which lets you hold seals for you ball capsules. Then in one of the houses in Olivine City, talk to people and they will give you seals.
