you go to ecruteak and surf right until you get to the next town. then you go up and go either the bike route ore the grass be careful because you might have to pay to go the bike route. carry on going up an surf up make sure you have enough poke balls so you can catch the shiny gyarados. then you will see a man at the signpost so talk to him he will ask you to help him say yes and fly of bike back to mahogany town and from the poke center go up until you find a house. Go in the house and battle team Rocket then when you have done all this you can defeat the gym but when you do this you will get a phone call from prof Elm go to goldenrod and go in the radio tower and defeat team rocket again then go back to mahogany and go right to the ice path there you will find hm7 when you finish that you will be able to defeat the dragon gym.
