You can find evolutionary stones in many places.
Leaf: Gina Pinknicker. Get her phone number and wait. After a few calls, she'll give you a leaf stone. (Found in the grass just before Goldenrod)
Fire: Schoolboy Allan. Get his phone number and wait. After a few calls, he'll give you a fire stone. (found after the park before sudwoodo)
Thunder: Dana Lass. Get her phone number and wait. After a few calls, she'll give you a thunder stone. (found after Ecurteak and before the Moomoo milk farm)
Water: Tully Fisher. Get his phone number and wait. After a few calls, he'll give you a water stone. (found after the exit of Mt. Mortar before Mahogany)
NOTE: all of these people will give you multiple stones so keep their phone numbers)
Moon: The moon stone can be found in multiple ways.
1. Mt. Moon: Go to the area were the house is and not the exit to the next city at night on a monday. (bring a Pokemon that knows rocksmash) You will see Clefairy dancing. When they see you they will run but leave a rock. Smash it and get a moon stone. (this can be done unlimited times but only once per week)
2. Ruins of Alph: In the same rooms the puzzles are found there are markings at the back of the room: Light, Escape, Water and Ho Oh. To open these you must: Use Flash for Light, Use an escape rope for Escape and re enter, Press A while facing it while your first Pokemon in the group is holding a water stone(or if you have a water stone in your pack, I have not tried this one) and for Ho Oh, have Ho Oh as the first Pokemon in your party. Once you have opened the rooms you will see four items. In one of the rooms (not sure which but I think its Water) there is a moon stone.
