or just on your way to the 3rd gym leader go through the grass it will eather be plusle or electrikePlusle isn't that hard to find if you have a level 15 Minun in the front part of your team. Then go to Slateport City, and in the patches of grass by the bike station place, you can find it there. You can also go under cycling road, but I found it difficult t find some. Rememer, each game pack is different!!! This may work for me, but it might not work for you. It worked for 5 of my friends, sooo...Enjoy this little tip!
