First of all, you misspelled "quest". And what do you mean by "where is"? For most people, they wouldn't know how to answer your question. Here is a guide, as I have over 220 quest points:
Start:Go to the wizards castle.
Next:Go to the bottom floor (basement)
Start the actual quest:Talk to the wizard in the room nearest the ladder, and help him figure out what the air talisman is.
Go visit Varrock:Go to Varrock, teleporting or just walking.
go visit the Varrock Rune Shop: Go to the rune shop, use your map for help. A rune shop is a red fire inside a circle on the map.
Talk to the guy:Talk to him, and he will give you some information.
Return to the starting point:Do the first 2 instructions, then talk to the wizard and give him the notes.
Man, this takes alot of running:Go back the the varrock rune shop, and talk to the man. He will be surprised. Do his instructions.
CONGRATULATIONS: QUEST COMPLETE!
REWARDS: You can now mine Rune Essence.

Runes of magic has nothing to do with Runescape, and no wont can tell you the answer if you don't be more specific.
runescape and runes of magic are two different games and well on my computer i was able to download ROM in 5 hoursish. if you did mean runescape then there is no download time its browser.
There is no special soul altar. From runescape.wikia.com: "The Ourania rune altar allows runecrafters to craft a random selection of runes, including the soul rune." So, if you go to the Ourania altar, you will craft random runes, including soul runes now and then.
Mostly Fire runes but Law runes and Air runes are not far behind them.

Runecrafting the runes is your best bet, or buying the runes from GE, players or Ned in Varrock.
