When you battle the 5th gym leader there is a trainer on the 2nd and 3rd floor who has drifloon. Also if you go to floaroma town and go o valley windworks, the will be a small sign next to a patch of grass, drifloon will sometimes be hovering there. I know this because i have 10 drifloon's and i have also battled the trainer who has one.
