lol well depends on how strong ur friendship with rilou is it needs high friendship and will only evolve during the daytime.the silver powder can be used during Pokemon contests.
Your riolu needs lots of happiness to evolve. It will only evolve during the day. Try giving it massages in the Resort area.
im trying to keep mine from evolving its really hard
