The laff limit for not members is 34 laff.
The list to get that limit :
15 from starting toontown
17 from toontasks in toontown central and some of donald docks
Last 2 is from fishing if you can get 20 species.
But sadly due to update in May 11, 2011, the new laff limit is 27 laff because you cant choose drop or lure anymore for not members. Plus they changed the track where the highest is lvl 1 toon up or sound.

It doesnt matter how long to get all the laff boosts. Some people say it takes 2 to 4 years to get 137 laff. But it doesnt have to be that long to get to the max. It depends on how fast you work on toontown to get all. Note you cant get 137 laff without membership because you can only go up to 27 laff ( used to be 34 since update happened ). Note each day you can get 10 shovel points, so it will take very long to max the gardening. ( Number of months to max : 4 months ( or more if you dont seem to want to garden every day. ) 3 laff from racing, You must earn 30 trophies, 6 from speedway ( corkscrew or screwball ), 6 from rural ( rustic raceway or airborne acres ) 6 from urban ( city circuit or blizzard ) 9 from tournaments ( meaning grand prix ) and 2 from 100 total qualified ( played ), wins ( coming in 1st ) and last trophy is from grand touring ( to get that you must play all 12 different races. 6 different speedway rural and urban regular and 6 different speedway rural and urban reverse. ( hint look at records in shticker book and do the ones that have N/A time on them if you clear all N/A on your records in shticker book you will get the grand touring trophy) Note : getting 30 trophies is long to get because toontown doesnt track number of wins in toontown plus the grand prix trophies you cant get till Monday Grand Prix which is all day and Saturday Silly which lasts 2 hours ( total for saturday 8 hours based on cycle of the activities. ) 3 laff from golfing, Same as racing you must get 30 trophies. Some trophies will be hard to get like 400 courses played, 600 multiplayer games ( must play 2 or more players ) 200 eagle shots and 100 wins for easy, normal, and hard courses. Finally last 20 are from boss battles. You will get 5 laff points from each of 4 hq bosses. To get the laff boosts you need to get level 15,20,30,40, and 50 ( max ) to get the 5 laff boosts. Note : Its hard to max ceo or cj because there are rarely toons that fight ceo or cj plus the suits will take long because you need to do like 100 vps, cjs, cfos, or ceos, to max the suits.

Ok so to defeat the ceo when your done with the cog battle ( 2nd time ) you will battle the ceo. It begins when the ceo goes up front and he does his golf attacks. Your job is too beat him with bottles and golf. WARNING : Do not use golf toontown fixed that where it doesnt do anything so dont do it. You have to damage him with the bottles. Too bad to make this game challenging it does damages 2, 4, and 6. The red bar will be hard to aim for. Hold down control button to start the power bar. Keep using bpttles till his health is down to red when he says a phrase you won. The CEO has 450 HP if you guys dont know. Be sure to avoid his attacks Golf swing is 15 laff. Cog gears ( only aims at tables ) is 15 laff. Running over you cost you 20 laff and hitting the CEO is 15 laff. Lastly his annoying attack fore which he does 15 laff to all toons. Extras for long battle : When you fight for 20 minutes he gets harder and club turns green which does 18 laff to begin and few seconds 19 laff. He destroys 1 of the snack things. Now after 30 minutes his club will turn so red hes so powerful and moves faster attacks. Which is deadly you will lose 30 laff and every minute he will increase by 1 but his max laff is 45. He destroys other snack things. This is the hardest boss so be prepared with full laff and gags.

How do you get more laff in Toontown after 108 Laff?
If you already did all the laff toontasks you should have 100 laff if you had 108 you did some of the activities. I'll show you more laff boosts to get. 7 from fishing by getting 10 from each fish species which wll be 70 fish. 4 from gardening by getting 40 flowers species this one takes long to max. 3 from Racing get 30 trophies from different races 3 from Golfing same as racing get 30 trophies. 20 from maxing suits 5 from sellbot, cashbot, lawbot, and bossbot. Add 100 and 37 and you will achieve 137 laff points.
Until what level of Gags can non-members get in Toontown?
The max level of gags for not members is level 4 because you can only go up to 1999 points not 2000. Not members can get third track up to level 4 as well too. But sadly the update toontown did in May 11, 2011 has showed. You can get throw and squirt level 4 but you cant get level 4 for toon up or sound. They stop at level 1. Toon up can go up to 19 points and sound can go up to 39 points. And you cant get 34 laff as max for not members, the new laff limit for not members is 27 because it wont let you choose drop or lure without member. Sorry guys about this confusion of this update toontown has done to you non members toons.
What is an easy way to level up your gags on toontown?
Best way to train gags is in cog buildings, because there are plenty of cogs to train gags with. Best with invasion because double points. ( for example if you use a lvl 5 gag when in 5th floor you will normally get 15 points but instead you get 30 which is a good thing. ) Note : Too bad toontown cant extend the points more than 200 points because thats the max points you can go up to.
How do you make an uber toon on toontown?
There are 5 different types of ubers, the most common ones too. These toons STOP at 15 laff, 25 laff, 34 laff, and (71-75) laff. These ubers are SELLBOT ubers. They work on their sellbot suit. There is the 15 laff uber. They do not turn in their first task which gives them the 1+ laff boost. Instead they go out and train their gags in cog buildings in Nutty River. They work up their Sellbot suit and be the best they can be. There is the 25 laff uber. They finish the tasks in Toontown Central and earn their 3rd gag track (Toonup or Sound.) Then they go work up their sellbot suit, train their gags, etc. etc. There is the 34 laff uber. These ubers finish the tasks in both Toontown Central and in Donald's Dock. They can choose (Lure or drop) to add to their Throw, squirt, and (Toonup or Sound.) After they earn their 4th gag track, they go and work their suit, train gags, etc. etc. Then there are the Casbot ubers.. One of them does ONLY the cashbot suit and tries to max it. They work on all the gag tracks and after that, do all the Cashbot Suit tasks in Donald's Dreamland. They need to store a 1+ laff boost and a 2+ laff boost in their Toontasks but NEVER to turn them in. Choose hard ones like Defeat 60 Backstabbers or Defeat 30 Mr. Hollywoods etc etc. The other cashbot uber does both the sellbot AND cashbot suits. Same as above, except you max both the sellbot and cashbot suts. make a toon like meee lol no really 138 laff all 6 gag tracks lvl7 then wow ur like my twin lol
