Is this for Sims 3 or Sims 2 as it says in the categories? In The Sims 3 I had a similar problem where my sim got stuck sitting on the sofa with her needs slowly deteriorating, so I played a different family for a while, and when I went back on her family, needs were full again and I told her to scoot on the sofa, she scooted and then stood up. If your sim's asleep on the floor, then it should be solved by waiting for energy to increase slightly before clicking the sim and selecting wake up, whether it's sims 3 or 2. If the sim is asleep in bed, it should be solved by crossing out the sleep icon on the bar at the top, again, in either version of the sims. If these don't work, check for any items of furniture, or other sims in the way, especially in the Sims 3 if you have placed or rotated objects off-grid. If none of these work and you have saved recently, just quit and reload the saved game. In the Sims 2, using the cheat (ctrl+c) moveobjects on and then moving the sim in buy mode may help.
